RUSA, a centrally Sponsored Scheme(CSS), aims at providing strategic funding to eligible state higer educational institutions. The Scheme is implemented through Ministry of Hman Resource Development (MHDR) with matching contribution from the State Govts./UTs.The funding is in the ratio of 60:40 for general category States, 90:10 for special category states and 100% for Union territories. Funding to states is made on the basis of the critical appraisal of States Higher Education Plans and is a norm based and outcomes dependent.

OBJECTIVES:
The Key objectives of RUSA are to improve access, equity and quality (excellence) in higher education through planned development of higher education at the states level. Objectives include creating new academic institutions, expanding and upgrading the existing ones, developing institutions that are self-rliant in terms of quality education, professionally managed, and characterized by greater inclination towards research and provide students with education that is relevant to them as well the nation as a whole.
RUSA would spread over two plan period, 2nd Plan (2012-2017) and 3rd Plan (2017-2022). It aims to achieve Gross Enrollment Ratio target of 25.2% by the end of 12th plan and 32% by the end of 3rd plan and endeavorous to maintain Students Teacher ratio 15:1 in higher education institutions
